India and Russia Deepen Counter-Terror Partnership, Condemn Cross-Border Terrorism and Strengthen Global Security Cooperation
India and Russia strengthened their counter-terrorism partnership during the 14th Joint Working Group meeting in New Delhi, condemning cross-border terrorism, violent extremism, radicalisation, and terror financing. Both nations reaffirmed cooperation through bilateral and multilateral platforms, including the United Nations, BRICS, and the Shanghai Cooperation Organisation.
The meeting, conducted on July 8, was co-chaired by Sibi George, Secretary (West) in the Ministry of External Affairs, and Russian Deputy Foreign Minister Dmitry Lyubinsky. Officials from relevant departments and agencies of both countries also participated in the discussions.
According to the Ministry of External Affairs, both sides unequivocally condemned terrorism in all its forms and manifestations, including cross-border terrorism. India and Russia also strongly condemned the terror attack in Pahalgam last year and the terrorist incident near Delhi's Red Fort on November 10, 2025.
The two countries called for coordinated international action against terrorists and terrorist organisations, including those designated by the United Nations Security Council's 1267 Sanctions Committee, as well as their proxy groups and affiliated organisations.
During the meeting, India and Russia exchanged their experiences in combating terrorism and agreed to strengthen cooperation in addressing the growing threats posed by violent extremism, radicalisation, terror financing, and the misuse of new and emerging technologies, including digital financial technologies, for terrorist activities.
The discussions also focused on current and emerging terrorist threats at the regional and global levels. Both countries reaffirmed their commitment to enhancing counter-terrorism cooperation through bilateral mechanisms and multilateral platforms, including the United Nations, BRICS, and the Shanghai Cooperation Organisation.
The Ministry of External Affairs stated that the next meeting of the India-Russia Joint Working Group on Counter Terrorism will be held in Russia on a mutually convenient date. The previous round of the dialogue was conducted in Moscow in November 2024.
The latest meeting underscores the continued strategic coordination between India and Russia on counter-terrorism and reflects their shared resolve to strengthen bilateral and multilateral efforts against evolving global terrorist threats while reinforcing international security cooperation.
